    At Constellation, we believe that the best poverty-fighting solutions are those closest to the challenge, and we work to identify and support the people and community partners having the biggest impacts.

    Application & Funding Process

    Constellation invites applications from organizations or programs providing direct services to improve the health or increase the income of individuals living below 200% of the federal poverty guidelines in the seven-county metro area.

    Constellation seeks to fund established interventions with the potential to scale or organizations with the potential to grow and a strong case for philanthropic funding.

    Organizational Requirements

    • Organizations must operate within one or more of the following Minnesota counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
    • Organizations must predominately serve those living below 200% of the federal poverty line in the seven-county Twin Cities metro.
    • A significant portion of the organization’s programs must address one or more of Constellation’s core poverty-fighting impact areas: education, housing, health, and employment.
    • The Constellation Fund does not award start-up grants. To qualify for a grant, the core participant services within an applying organization need to have been fully operational and active in the community for a least one calendar year.

    Other Considerations

    • Constellation does not fund organizations that discriminate against people seeking either services or employment based on color, creed, national origin, marital status, familial status, public assistance status, race, sex, religion, age, sexual orientation, or physical disability.
    • We do not currently fund organizations that focus on policy, advocacy, or organizing work. 
    • Constellation does not fund any capital projects, such as new buildings or facilities. Constellation also does not make grants to individuals or provide event sponsorships.
    • We accept applications from organizations of all budget sizes. However, if your organization’s budget exceeds $10 million, we especially encourage outreach to Constellation staff to determine whether a programmatic or general operating proposal is more appropriate.
    • Constellation only provides one-year grants, but our intention is to build long-term relationships with our grantee partners.
    • Organizations may apply only one time per year.

    Programs and Impact

    • Proven model with documented outcomes for a clearly defined target population
    • Theory of change is clear, with programming refined through participant feedback and data
    • Services fill genuine community gaps that other providers do not address

    Leadership and Strategy

    • Leaders that build thriving organizations and serve as strong external ambassadors for the organization
    • Strategic plan actively guides daily operations, with measurable outcomes tracked and used to improve
    • Board is appropriately sized and diverse, with clearly defined roles and a strong working relationship with staff

    Team and Culture

    • Staff capacity is matched to organizational needs, with clearly defined roles and responsibilities
    • Team intentionally reflects the diversity of the communities served
    • Ongoing investment in staff development and retention

    Financial Health

    • Strong financial position with transparent reporting and clean audits
    • Adequate reserves, sound cash flow, and effective internal controls
    • Reliable funding sources with a clear and intentional development strategy

    When can I apply?

    We have two application windows. One during the month of October, leading to a grant decision in May. The second is during the month of April leading to a grant decision in November.

    How does the application process work?

    Grant Application Stages

    Application Submission Period:

    The next application round will open in October 2026.

    Applicant Selection Period:

    During this period, program officers review all submitted applications and select a handful to move forward for full evaluation. We will inform all applicants whether the application is denied or moving to the full evaluation stage.

    Full Evaluation Period:

    Program officers conduct a benefit-to-cost ratio and qualitative analysis of your organization. They’ll also request program data, financial reports, and a few meetings with your team.

    Board Decision:

    The fourth and final stage is the board decision. Constellation’s Board of Directors will meet and award grants. After this, program officers will notify evaluated organizations of the grant decision and will mail checks.

    What are the odds that I will receive a grant if I apply?

    Historically, 10% of first-time applicants and 20% of all applicants — including those who apply in multiple cycles — receive a grant. Please keep in mind, however, that to receive a grant, your application must first be selected for a full evaluation. From there, we will estimate a benefit-to-cost ratio and conduct a qualitative analysis of your organization. The results of this analysis will determine whether the Constellation Fund board awards your organization a grant.

    What if my application is not selected? When can I reapply?

    If your application is not selected, you can reapply one calendar year later.

    How do I build the best possible application?

    Be sure that your organization fits one of the focus areas. Be detailed and specific in your responses. Where possible, reference data that showcases the impact your work has had on participants and cite any formal research conducted on your organization or similar organizations.

    Is there a way to preview the application questions before starting my application?

    Yes, you can preview the questions during an open grant cycle.
